Goodleigh Parish Council

 

Minutes of the Parish Council meeting held on Tuesday 3 September 2019 at 7:30pm in Goodleigh Village Hall

 

Present: Cllrs A Gockmann (Chairman), S Clarke, Mrs C  Karniewicz, Dr S Ley and A Seaford.

 

 In Attendance:   5 members of the public,  Parish Clerk.

61.     Apologies

Apologies for absence were received from Cllr M Cloake and Cllr Mrs A Davis (DCC)

 

62.     Approval of Minutes of meeting held 2 July 2019

Two typos were corrected.

The amended Minutes of the last meeting were agreed and signed as a true record.

 

63.     Matters Arising from the Minutes 

         None.

 

64.     Reports

65.     Planning 

1.              Applications:

70337         Variation of condition 2 (Approved Plans) attached to planning permission 65161(variation of condition 2 (approved plans) attached to planning permission 62382 (expansion of enterprise park)) to allow amended design based on reduction of site levels Tree Beech Rural Enterprise Park Gunn

 

It was agreed not to object to the application, but that any approval should be conditional on:

1.      The site being restored and re-greened with the removed topsoil, and not left in its present state.

 

2.      The remaining soil should be used to create a bund between the development and the adjoining southern field. This appropriately planted and landscaped bund would provide a visual and noise barrier between the development and Gunn.

 

It was agreed to contact the planning department to request that Planning Enforcement look into the presence of shipping containers on the site. It was believed that there were over 20 containers present.

         There were no objections to the application.

66.     Correspondence

         The following items of correspondence were noted:       

1.             NDC Parish Forum agenda for 19 September

2.             Hospital Services in Northern Devon – on-line consultation.

4.             DALC Annual Report

 

67.     Surface Water/Drains/Highways

         Potholes were reported between the village and Goodleigh Cross.

 

68.     Play Area

No response had been received from the contractor regarding submitting a quotation instead of an estimate.

         It was reported that the bark needed raking back in some areas.

 

69.     Adoption of Telephone Kiosk

BT had advised the removal of the telephone from the kiosk, which would also be removed if not wanted by the parish. A formal request to adopt the phone box had been registered. It was agreed to proceed with adopting the phone box for the cost of £1.

Ideas were needed from the village for its future use. One idea was that it could be used as a library.

 

70.     Neighbourhood Plan

1.             Questionnaires

The process of collating the responses was continuing.

2.             Proposed Development

The Chairman reported on a meeting with the landowner and developer. It had been agreed that the management of the car park and playing field would pass to the parish council. The two sites would be fully prepared by the developer before handing over to the council.

Access to the car park, playing field and pumping station would be via the development, and would not impact on the village hall access.

 

71.     Village Fete

         The Fete had raised a total of £135 - £85 from the raffle, and £50 on the stalls.

Although it had been a successful day, some feedback indicated that there had not been enough activities/stalls for the children.

 

72.     Christmas Lunch.

This year’s lunch would be on Saturday 14 December. It was expected that there would be a bigger attendance due to the inclusion of Gunn within the parish. It was agreed to cater for 70people. It was suggested that the lower age limit should be increased from 60 to 65

Due to catering difficulties, it was agreed to dispense with the soup, sprouts and Yorkshire puddings.
