Goodleigh Parish Council

 

Minutes of the Parish Council meeting held on Tuesday 2 October 2018 at 7:30pm in Goodleigh Village Hall

 

Present: Cllrs A Gockmann (Chairman), Mrs C  Karniewicz, Dr S Ley, Mrs P Newell and A Seaford.

 

 In Attendance:   4 member of the public, Cllr Mrs A Davis (DCC), Parish Clerk.

                                   

 

Minutes of meeting

 

95.     Items from the public

 It was stated that only one farmer was involved in the reported damaged to hedges at Northleigh, and should be considered a private matter, and was not a matter for the parish council to be involved with.

Concern was expressed over spikes that had been placed in the hedge at Northleigh. It was stated that this had been done to prevent damage to the hedge by large vehicles. It was agreed to place the item on the next agenda.

 

96.     Apologies

Apologies for absence were received from  Cllrs  Ms L Boyle and M Cloake.

 

97.     Approval of Minutes of meeting held 4 September 2018

Minute 75 was amended to include “No opinion was expressed by the parish council over the proposed development’.

 

The amended Minutes of the last meeting were agreed and signed as a true record.

 

98.     Matters Arising from the Minutes 

         None.

 

97.     Reports

1.      District Councillor

              None – District Councillor not present.

 

2.      County Councillor

Cllr Mrs Davis reported that she had checked the records which had shown that the overgrown hedge at Coombe Close did not belong to the County Council. Ownership of the hedge had not been registered with the Land Registry. At present the hedge was not causing a traffic problem.

Delays could be expected for users of the A361 between Tiverton and the M5.

Although DCC was not in the same financial situation as Somserset County Council, some serious financial decisions would have to be made in the coming months as the councils faced further cuts in the next financial year.

 

98.     Planning 

1.              Application:

65549         Erection of dwelling & detached garage The Old Rectory Goodleigh

 

Concern was expressed over the position of the access to the proposed dwelling, which was outside the 30mph speed limit.

 

It was agreed to recommend approval of the application in principle, subject to measures to reduce the speed of traffic on the road be incorporated.

 

2.              Decision -Approval:

65513         Erection of a garage, land at Northleigh Hill Goodleigh

 

99.     S106 Agreement – Lease Review

The Chairman reported that the draft lease had been agreed, and proposed that it should be adopted by the council. Seconded by Cllr Seaford. All in agreement.

 

100.   Play Area Rubbish Bin

Notification had been received by North Devon Council that the bin would be included on the schedule to be emptied on a regular basis.

 

101.   Woodland Trust

It was noted that the Trust were currently in the process of clearing the area, but that there was no water on site for any livestock.

A response from the Trust was still awaited.

                 

102.   Honey Hill

Cllr Prowse had forwarded an email from Planning Enforcement confirming that legal services had been instructed to apply to the Court for an injunction in order to secure compliance with the steps required by the enforcement notice.

 

103.   Community Development

It was reported that the developer was due to submit amended plans, which would include the playing field and a 20 public space car park.

         It was understood that the amended plans would include a repositioned entrance to the development.

 

104.   Christmas Lunch

         It was reported that everything was in hand.

 

105.   Neighbourhood Plan

A draft questionnaire had been produced. The Steering Group would review the questionnaire, and report back to the parish council at the next meeting.

 

106.   Emergency Plan

         Deferred to the next meeting.

 

108.   Correspondence

1.      NDC had advised that the next Parish Forum would be on Wednesday 7 November. An agenda would be available nearer the date.

         2.      DALC Newsletter. Noted.

         3.      Clerks & Councils Direct. Noted.

 

109.   Surface Water/Drains/Highways

         1.      Road at Northleigh Hill

Cllr Mrs Davis reported that the road was due be repaired in the current financial year. The exact date was not yet known.

 

2.      Hedge at Combe Close

                  Already covered under item 97.2.

 

3.              Road near the school

It was reported that there were now 2 loose kerb stones near the school, plus a loose manhole cover. Highways to be notified. Cllr Mrs Davis to be notified of the reference numbers.
