Minutes of the Parish Council meeting held on Tuesday 3 July 2018 at 7:30pm in Goodleigh Village Hall
Present: Cllrs A Gockmann )Chairman), Ms L Boyle, M Cloake, Dr S Ley, Mrs P Newell and A Seaford.
In Attendance: 3 members of the public, Parish Clerk.
42. Items from the public
Apologies for absence were received from Cllr Mrs C Karniewicz and Cllr M Prowse (NDC).
44. Approval of Minutes of meeting held 5 & 23 June 2018
The Minutes of the last two meeting were agreed and signed as a true record.
45. Matters Arising from the Minutes
1. Play Area bin
It was reported that the bin was full. Cllr Cloake had contacted North Devon Council to enquire the ownership of the bin, but had not received a response. He would make enquiries with NDC with a view to the existing bin being emptied regularly, or a new bin to be provided.

2. County Councillor
A report had been received from Cllr Mrs Davis, and is attached to these minutes.

48. Community Development
The Chairman thanked everyone for attending the extra planning meeting to consider the application.
The meeting between himself and the developer had been arranged for the following week. A meeting with the planning officer would then be arranged.
Concern was expressed over where the library van would be able to park.
It was greed that the parish council would request a level stretch of playing field at least the size of the present one at Northleigh Hill.
Cllr Mrs Newell reported that she had made contact with the solicitor acting for the URC. The solicitor would be in contact again after inspecting the deeds for the playing field.
The Chairman reported that no progress had yet been made with the s106 for parking spaces near the school.
1. NDC had advised that the Parish Forum had been postponed to a date to be decided.
2. A request had been received from a parishioner to use the Playing Field for croquet. This was agreed.
3. DCC – Consultation into future library provision in rural areas. It was noted that there were currently only 3 users, possibly due to the timing of the visit of the mobile library. Cllr Dr Ley agreed to submit a response on behalf of the council.
4. Clerks & Councils Direct. Noted.
It was reported that a new fence had been erected at Snapper where the hedgebank had been removed.
The drain below the school was still blocked, despite the others having been cleared.
51. Neighbourhood Plan
It had been necessary to postpone the meeting that had been arranged. The meeting would now take place on 25 July. Cllr Mrs Newell to advise everyone of the new date.
The was a possibility of including a restriction on dwelling being purchased as second homes.
52. Fun Day
Due to the hot weather it had been necessary to cancel the Dog Show, The other events would continue as planned. Permission had been received for cars to park in the field opposite the village hall.
53. Matters from the Chairman
The Chairman reported that the gate closer for the play area had been ordered.
