Minutes of the Parish Council meeting held on Tuesday 7 January 2020 at 7:30pm in Goodleigh Village Hall
Present: Cllrs A Gockmann (Chairman), Mrs C Karniewicz and, Dr S Ley.
In Attendance: 5 members of the public, Cllr M Prowse (NDC),
129. Items from the public
It was reported that a parishioner had cleared the drains at Northleigh after the recent heavy rain.
In answer to a question, the Chairman replied that the parish council was unable to carry out any tree planting as it did not own any land. An offer of help was received from a parishioner to help obtain whips and with any planting.
Potholes were again reported between the village and Goodleigh Cross. These had been reported, but there was a lack of response from DCC.
Apologies for absence were received from Cllrs S Clarke, M Cloake, A Seaford and Cllr Mrs A Davis.
131. Approval of Minutes of meeting held 3 December 2019
The Minutes of the last meeting were agreed and signed as a true record.
132. Matters Arising from the Minutes
The hedge opposite Jade Valley had been cut.
It was reported that the dog bin at Coombe Close needed replacing with the new bin.
1. District Councillor
Cllr Prowse reported that the council had agreed not to increase parking charges this year.
He explained the reason that it had been necessary to withdraw the Parish Grant, and explained that £20000 was being ringfenced for grants to parish councils for environmental projects. This could include the installation of car charging points.
The owners of Honey Hill had been given one year to reinstate and vacate the site.
2. County Councillor
None – County Councillor not present.
There is little to report at the moment as tomorrow is in effect the
first day back form the break for most people at DCC. We will be now very busy
with the budget preparation, however due to the recent election this is delayed
compared to most years.

Station Hill in Lynton will be closed for 12 weeks at the end of this week for essential repairs, sorry for any inconvenience caused.
66208 Outline application for erection of two dwellings (all matters reserved except access) (amended description), Land to the side & to the rear of Chestnut View Goodleigh Road Barnstaple
the council was pleased to see that the number of proposed dwellings had been reduced from four to two. Concerns were expressed however, that the size of the site had also been reduced.
Concerns were also expressed over the siting of the access, being close to other road junctions. It was considered that it would increase safety if the access was at the top of the site.
It was agreed to oppose the application on the grounds that the full site should be used and that the access should be in a safer location.
It was agreed that should the application be approved, it should be stipulated that only two properties were to be permitted on the whole site.

It was resolved to recommend approval.
70946 Extensions to dwelling at Old Orchard, Goodleigh Road, Barnstaple
It was resolved to recommend approval.
70950 Reinstatement of access for maintenance & emergency services at Chelfham Mill School
Safety concerns were expressed over the position of the access, due to lack of visibility for road users. It was agreed that should approval be granted, it should include the setting back of the hedgebank between the proposed entrance and the road junction to Northleigh.

135. Tree Beech
Nothing to report.
1. NDHT and RD&E agree to explore joining together on a more formal basis. Noted.
2. An offer had been received from the Office of the Police and Crime Commissioner for them to attend a meeting of the parish council to give a presentation on its work, and to answer questions. It was agreed to accept the offer.
3. DALC were seeking nominations for this year’s Royal Garden Party. It was agreed to enquire if a previous chairman was interested.
4. DALC Newsletter. Noted.
5. Clerks and Councils Direct. Noted.
Concern was expressed over the speed of traffic between Goodleigh and Gunn, which was creating a serious safety risk for farm workers having to cross and use the road.
It was reported that there was an open drain opposite Lorna Doone.
A pothole was reported at Cross Farm.
138. Syrian Family
It was agreed to support any project to accommodate a family of Syrian refugees in the village. An appeal would be placed on the Facebook page to determine the level of interest and potential support in the village. An event would be arranged to promote the idea.
139. Neighbourhood Plan
Nothing to report.
140. Christmas Lunch
It was reported that 71 people had attended the Lunch, including 5 from Gunn.
The event had made a profit of £211.04.
It was noted that for next year it would be necessary for everyone involved to be aware of procedures, in order to avoid problems.
