Minutes of the Parish Council meeting held on Tuesday 8 January 2019 at 7:30pm in Goodleigh Methodist Chapel
Present: Cllrs A Gockmann (Chairman), Mrs L Boyle, M cloake, Mrs C Karniewicz, Dr S Ley and A Seaford.

148. Items from the public
Concern was raised about the possible rat-run through Goodleigh during the construction of the roundabout at the Landkey junction on the A361, and associated works. Concerns to be forwarded to Highways.
It was reported that Coombe Cottages had been splattered with mud on Monday. Workmen had agreed to pressure-wash the houses, but the surrounding area was still very muddy. It was agreed that this was not acceptable. Chairman to contact the developer.
It was reported that the streetlight opposite the cottages had not been working since mid December. To be reported to Highways.
Apologies for absence were received from Cllr Mrs P Newell and Cllr Mrs A Davis (DCC)
150. Approval of Minutes of meeting held 4 December 2018
The minutes of the last meeting were approved and signed as a true record.
151. Matters Arising from the Minutes
1. District Councillor
Cllr Prowse reported that funding was available for community led projects which may help with the Neighbourhood Plan.
A budget meeting would be held in February, when a decision would be made on the future of the Parish Grant. He would try to maintain the present level of funding.
Governance talks were still ongoing with joint party agreement on balanced panel.
Rectory – approval on appeal depended on use of Rectory Drive. There was a site meeting on Friday, with developer still trying to get separate entrance.
Chelfham – the Environment Agency had gone back on their agreement regarding the culvert.
2. County Councillor
A report had been received from Cllr Mrs Davis, and is attached to these minutes.

(conversion of & extension to existing storage building & garage to form single dwelling &
garage, external parking space & all associated engineering works) to allow amended design

There were no objections to the application.
65977: Outline application for erection of one dwelling (all matters reserved except access) at garden of Little Willesleigh Goodleigh
Not withstanding that the supplication was within the Development Boundary, three serious concerns were raised:
1. Flooding risk. There had been serious flooding within this area in the past.
2. The entrance onto the lane was close to a blind corner, and would have a negative impact of additional traffic on Lake Hill and the junction with Goodleigh Road.
3. The proposed dwelling would have a negative impact on the surrounding existing properties.
65929 Extension to dwelling together with erection of detached garage & conversion of loft at Birchwoods Northleigh Hill Goodleigh
There were no objections to the application.
2. Decisions: None.
154. New Residents Pack
Deferred to the next meeting.
155. Christmas Lunch
The lunch had been very successful. £115 had been taken on the raffle, and £293 received in donations.
Discussions took place on whether the council should purchase a hostess trolley. To be discussed further at the next meeting.
156. Neighbourhood Plan
The format of the questionnaire had been agreed, and work on preparing this was in progress. It was hoped that it would be completed before the next parish council meeting.
DALC Newsletter. Noted.
DALC – Nominations for Royal Garden Party. Noted.
It was reported that the drain opposite Lorna Doone was hidden by the hedge.
A pothole was reported at the bottom of Chelfham Hill.
It was reported that the inspection cover outside The Old Shop had subsided further.
Fly tipping was reported between Willesleigh and Acland.
159. Matters from the Chairman
1. To Agree Budget and Precept for 2019/2020
It was agreed not to increase the Precept for 2019/20.
Cllr Gockmann proposed that the draft budget that had been circulated to councillors be approved. Seconded by Cllr Cloake. All in agreement.
Cllr Dr Ley agreed to enquire the total cost of maintaining the churchyard during the past year, with a view to increasing the grant if necessary.
