Goodleigh Parish Council

 

Minutes of the Parish Council meeting held on Tuesday 2 January 2018 at 7:30pm in Goodleigh Village Hall

 

Present:  Cllrs A Gockmann (Chairman), Mrs L Boyle, Mrs C  Karniewicz, Mrs P Newell, Dr S Ley and A Seaford.

 

In Attendance:   Cllr M Prowse (NDC), Parish Clerk.

140.    Items from the public

None.  

 

141.    Apologies

Apologies for absence were received from Cllr M Cloake and Cllr Mrs A Davis (DCC).

 

142.    Appointment of Parish Council Chairman

Cllr Gockmann reported that as there was no-one willing to take on the role of Chairman he was willing to continue, with the understanding that he would not be able to be involved in events etc, apart from helping on the day. Cllr Gockmann was thanked for his decision, with councillors offering to take on some of the workload where possible.  

 

143.    Approval of Minutes of meeting held 5 December 2017

Min. 133 was amended to include “Cllr Mrs Newell would submit receipts for money spent” on the Christmas Lunch.

The amended Minutes of the last meeting were agreed and signed as a true record.

 

144.    Matters Arising from the Minutes        

Min. 128.       Cllr Prowse reported that he had made enquiries, and it was possible for a single parish to apply to the TAP Fund provided that at least two parishes benefited from the proposal. It was noted that this contradicted the response received from NDC.

He thought that it may be possible to work with Bratton Fleming for some play bark. He was willing to contribute £300 towards the bark and basket ball and net.     

Cllr Prowse was thanked for his offer. Clerk to make enquiries at the next meeting of Bratton Fleming Parish Council.

 

145.    Reports

1.         District Councillor

Cllr Prowse reported that a Neighbourhood Plan meeting with Mr Townsend from NDC had been arranged for the following week.

Following two by-elections, which had both been lost by the Conservative party to the Lib Dems, there was now no party on overall control at North Devon Council.

 

2.         County Councillor

                        A report had been received from Cllr Mrs Davis, and is addended to these minutes.

 

146.    Planning 

1.                             Applications:            None

2.                             Decisions:     None

 

The Chairman reported that the parish council’s position regarding the possible community development was still not clear.

It was agreed that there was a need to have an involvement to ensure the maximum benefit for the parish was delivered. It was important to have the details of the size of the play area / public open space before agreeing to the number  and type of dwellings that were being proposed.

Cllr Mrs Newell proposed a further meeting with the developer with the original request for 20 car parking spaces and a play area the same size as the existing one.

Seconded by Cllr Mrs Boyle. All in agreement.

 

147.    Correspondence

1.         DALC had requested nominations for this year’s Royal Garden Party. This was restricted to ex Chairmen of the Council.

2.         Historic England advised that they were considering the ‘listing’ of Goodleigh War Memorial.     

3.         Notification of the forthcoming Local Government Boundary Commission review of North Devon Council wards. The proposal was for Goodleigh to remain in the Bratton Fleming ward.

            4.         Circular from CPRE on working together with parish councils.

            5.         Letter of thanks from parishioners for the Christmas Lunch.

 

148.    Surface Water/Drains/Highways

Potholes were reported on the road between the village and Goodleigh Cross, and at the bottom of Chelfham Hill. These together with the flooding at Landsdown to be reported to Highways.

 

149.    Christmas Lunch

The event was considered to have been very successful, with a good meal and atmosphere. Combining the bingo and quiz afterwards had worked well.

Cllr Mrs Newell proposed that in future years an advance float should be given to whoever was responsible for buying the food. This was agreed

 

150.    URC Covenant

Cllr Mrs Newell reported that there had been no response received from The URC, since she had written in March 2017. She said that she would write to them again.

 

151.    Discarded Nappies by the Roadside

            It was noted that there had been a slight improvement in the problem.

 

It was agreed that if the parish council had a Facebook page, items such as this could be easily be communicated with parishioners. The chairman advised councillors not to use their own social media account to communicate council matters, but to set up a separate account.

 

152.    Matters from the Chairman                   

The Chairman reported that he was considering the possibility of holding  a separate meeting prior to agreeing the level of Precept for future years, in order that parishioners would be aware of the reason for any increase if this was considered necessary.

Following a discussion, it was agreed to hold the meeting as normal, but to ensure that it was well publicised.

He would attend a meeting of the Village Hall Committee in order to have a better understanding of its expenditure.

It was not known if the possible inclusion of Gunn in Goodleigh parish would have any cost implications.

156.    Items from the Public

            It was reported that a live music event was due to be held at the Village Hall.

            A Neighbourhood Plan meeting was due to be held the following Tuesday.

 

There being no further business, the Chairman closed the meeting.
