Goodleigh Parish Council


Minutes of the Parish Council meeting held on Tuesday 5 December 2017 at 7:30pm in Goodleigh Methodist Chapel


Present: Cllrs A Gockmann, Ms L Boyle, Mrs C Karniewicz, Dr S Ley and A Seaford.


 In Attendance:   3 members of the public, Cllr M Prowse,(NDC),  Parish Clerk.


Minutes of meeting



Cllr Gockmann agreed to chair the meeting, but stressed that he was unable to continue as Chairman of the Council. It was agreed to discuss the matter further at the next meeting.


124.    Items from the public

It was reported that DCC had agreed to lower the verge at Goodleigh Cross to improve visibility. It was noted by a parishioner that this was what had been suggested two years earlier.

It was noted that the telecommunications mast on the edge of the village was permitted development, and that as such did not require formal planning consent.  


125.    Apologies

Apologies for absence were received from Cllrs M Cloake, Mrs P Newell and Cllr Mrs A Davis (DCC).


126.    Approval of Minutes of meeting held 7 November 2017

Min. 110.84 was amended, deleting the last sentence and adding: ‘confirming that it was an error, and that Airband was wireless.’


The amended Minutes of the last meeting were agreed and signed as a true record.


127.    Matters Arising from the Minutes        

            Min. 113.4    No response had been received regarding salt.

Min.110         No response had been received from Swimbridge Parish Council. Cllr Gockmann to contact the council.


128.    Reports

1.         District Councillor

Cllr Prowse reported that the Boundary Commission proposals had been received. The NDC proposals for the Bratton Fleming ward had not been changed.

The Local Plan inspector was unhappy with the five year land supply supplied by NDC. Further hearings had been arranged for January. It was now unlikely that the Plan would be adopted for a further 12 months.

He had enquired the price of Play Bark. This was available for £160 per dumpy bag. He was willing to contribute from his grant funding allocation, and suggested applying for funding from the TAP Fund. Clerk to enquire into the criteria for applying.

                  NDC was now looking to develop Seven Brethren for housing.


2.         County Councillor

Cllr Mrs Davis had enquired into details of roads needing work. It was agreed that the road from Goodleigh Cross to the village, the road at Northleigh, and Combe Close to the school were those most in need of attention.


129.    Planning 

1.                             Applications:  None.

2.                             Decisions:     None.


130.    Correspondence

            The following items of correspondence were noted:

1.                          Rural Alliance Minutes and Agenda.

2.                          Parish Forum Minutes.

3.                          Notification of dates for Local Plan Hearing – 16-18 January.

4.                          Clerks & Councils Direct.


131.    Surface Water/Drains/Highways

It was reported that the drains in the village had not been cleared, including the one outside Anderton House. Cllr Gockmann offered to enquire from Cllr Mrs Davis what work was carried out in November, when the drains were due to be cleared.

It was reported that used nappies were still being dumped on the roadside. Cllr Mrs Karniewicz informed the meeting that the street cleaner had been asked to visit. 


132.    Neighbourhood Plan

            It was reported that following a meeting the pplicati0n had been submitted.

Cllr Prowse explained the procedure for preparing a Local Plan. He was willing to attend a meeting and offered to invite Mr Townsend from NDC.


133.    Christmas Lunch

            To date 46 people had indicated a wish to attend.

            It was understood that all the shopping was in hand.


134.    URC Covenant

            Item deferred to the next meeting.

136.    Finance

1.        To Set Budget and agree Precept for 2018/2019

A draft budget had been circulated to councillors.


Cllr Dr Ley declared an interest and did not take part in the discussion.


Cllr Gockmann proposed that the Precept be increased to £3500. This would enable the cost of maintaining the churchyard to be met despite the loss of the Parish Grant from NDC over the coming two years. The level of grant to the Village Hall to be kept as at present. Seconded by Cllr Mrs Karniewicz, with all in agreement.

137.    Items for the next Agenda:
